Demco De Lao Co., Ltd. (DDL) is incorporated in October 2014 as a subsidiary of Demco, solely owned by Demco. DDL has 15 million USD registered capital with 12.22 million USD paid capital. DDL entered into 30 years concession water treatment and supply agreement with Luang Prabang Water Supply Enterprise. Demco commercially trades water supply to Luang Prabang from 2019 onwards.

To expand the business of Demco Public Company Limited (Demco PCL) to neighboring countries, The Board of Directors of Demco Public Company Limited (The Board) has approved Demco to perform feasibility study for the tap water production concession project in Luang Prabang city, Luang Prabang Sub-district, Lao People's Democratic Republic (Laos) which the result was worthy enough to invest. In 2014, Demco Public Company Limited, therefore, established Demco De Lao Company Limited (Company) with a registered capital of USD 0.30 million. Currently. Demco Public Company Limited is a 100% shareholder with registered capital of USD 19.5 million which is divided into paid-up capital of amount USD 11.36 million (as of March 31, 2018) as specified in the concession register dated 22 June 2015. Subsequently, on May 5, 2015, the Company has been approved for a concession to develop a water supply project in Ban Pha Nom, Luang Prabang city, Luang Prabang Sub-district, Lao People's Democratic Republic (Lao PDR) on 1 hectare (10,000 square meter) of state land with a 30-year concession agreement (from May 5, 2015 to May 4, 2088), which will supply treatment water for total production under the concession agreement of 43,200 cubic meter per day. The investment model is BOOT (Build, Own, Operate and Transfer), that is, the concessionaire Company is the investor, the construction owner and the operator. Then transferred the ownership to the government of Laos later. In the concession agreement states that it is possible to extend the concession for another 10 years, by proposing to the Laos government for consideration at least 5 years before the contract expires.
Subsequently, on December 7, 2015, Demco De Lao Company Limited entered into a water purchase and supply contract with Laung Prabang Water Supply State Enterprise (LPWSSE) for a period of 30 years from the date of which starts trading tap water. In 2016, the Company started construction and development of the Project Phase 1, with a production capacity of 14,400 cubic meter per day. The construction was completed in June 2017 with a total investment budget of USD 22.3 million.
Phase 1 Project Development step at Phu Luang Water Supply Plant Located at Ban Pha Nom, Luang Prabang Luang city, Prabang Sub-district can divide the construction into 4 parts which are;
1. Raw water pumping station (INTAKE)
With important raw water source from the Kan River which has enough water throughout the year average more than 30,000 million cubic meter per year.
2. Water Treatment Plant
By using Mobile Plant technology as portable production system of 600 cubic meter per hour consisting of
2.1 sedimentation tank of pulsator system
2.2 Sand filter tank of Pressure filter system
2.3 Primary clear water tank size 1,100 cubic meter
In the production of tap water, the Company and the State-Authority of Luang Prabang water supply have controlled the quality of tap water through the SCADA technology, a communication system for control, data storage and remote operation in the production of tap water. Water quality testing in the laboratory is in accordance with the WHO standards so that every drop of water produced shall be of good quality tap water to create good quality of life for people in Laos.
3. Clear water tank
When the tap water has been processed, it will be sent to the 1,500 cubic meter clear water tank to wait for supply to the Luang Prabang water supply enterprise.
4. Dredge to lay the water pipe alignment
The Company has invested in HDPE pipes of 630, 315 and 225 millimeter diameter for a distance of 15 kilometer to supply water to the Luang Prabang water work enterprise in the service area which including the central area of the city and the south of Luang Prabang.
The Company has started production and distribute tap water to the Luang Prabang water supply state enterprise from 15 July 2017 onwards. It is able to build confidence for the government and the people of Laos PDR having sufficient quality tap water for use and this is the way to create good quality of life for people in the service area as well.
In addition to water supply concession which is the Company's main business, the Company is also interested in future investment plans, both the original business but expanding the concession to other areas so that the people of Laos have sufficient clean water to use and any businesses related to procurement and distribution of water supply systems, water supply production control system for government and private sectors that require, including the electricity and energy businesses that be expanded from Demco Public Company Limited.
